I have done exactly that. I'm not seeing much improvement, but I may
have discovered a bug in the PDF file.  In the tables (pages 26, 36)
this file is referred to as "user.qpopper-options" and
"username.qpopper-options" but in the text pages 27, 42 it is
referred to as ".user.qpopper.options".  Possibly the use of
"userNAME" [my emphasis] is an error, but is the ".user" form
correct or the "user (with no leading .)" form correct?  A search of
the PDF for qpopper-options will turn up what I mean.

The nearest thing I can find to a revision number is 
  March 2001
  PM80-48468-1
if that's any help.
