I also suggest splitting the "check_relay" plugin into two parts. One part
which checks $ENV{RELAYCLIENT}, relayclients and morerelayclients and sets
transaction->relaying accordingly, but DECLINING anyway. After this plugins
which check for transaction->relaying can be run (and no more need to check
the environment variable).
The second part would be the remaining parts of the "check_relay" plugin,
with the above checks stripped.
