This should be easy - make logging a hook, like config is, then you can handle logging exactly the way you want to. We can hook into the DECLINED/DONE model so that you can restrict what logging occurs, and/or you can retroactively log based on making your plugin hook into both logging and deny.
We should also have pre and post hook hooks, which would facilitate that better.
