It isn't a MUST, but it also doesn't state clearly whether the server is allowed
to change what response is sent as a greeting if the client didn't wait. It is
a grey area that we, as sysadmins, have exploited to eliminate direct-to-mx
spamware.
If you change the line in config/plugins to be this:
check_earlytalker defer-reject 1
then the QUIT will get a 221 instead (I tested it by setting the wait to
something large and connecting via mconnect).
