Which spamassassin plugin are you using? In one in the core
distribution, that's the default: Mail isn't rejected, only marked (with
a X-Spam-Flag: YES header). Then the MDA (e.g., procmail or maildrop or
whatever you are using) or the MUA can move the mail to a junk folder.
