It seems to me that the right way to solve this would be to introduce
a new level of abstraction that allows creating a state machine and
running particular plugins based on the state.  I do not know if
a "statemachine" plugin could be created using the current system
of if the current system would have to be modifed, to use some kind
of tree rather than a simple list.

Presumably someone who is more up-to-date with the situation
will respond to this as well
