You can already "pull out" the documentation by selecting Tools > Options > 
Help > General Settings  > Always Show Help in External Window:

Dunno about docking (never felt finished to me, this concept), but being able
to pull out editors or documentation or debug variables view panes would be
excellent. People with multiple monitors are very keen on having such
abilities in their apps.

The debug views are actually dockable. Uncheck Window -> Views -> Locked on 
Debug mode, then you can move them anywhere.
