I've been discussing with Wayland developers and the subject of global
shortcuts came up. There's no protocol for this yet, but it definitely falls
into the WMs discretion of whether a shortcut is accepted or not.
Anyway, this shows that the global shortcut handling might need to go through
the Windowing System plugin (the lighthouse plugin) or the desktop plugin.
