Qtile is just a window manager, and really has nothing to do with fans control, so unless we're having a bug that increases the CPU usage, the problem lies somewhere else. I don't know Linux Mint nor Cinnamon, but maybe you could compare which processes are running under the two environments and see if for some reason something is different under Qtile.
