I would recommend we go further and publish a schema, which places additional 
semantic constraints on the XML elements.

"Publishing" the schema is simple: you really need do nothing.  By convention, 
the URI that identifies a schema ought to point to a web page giving more 
information about the schema.  Having something hanging off of Quackle will 
do just fine.
