I'm not a C++ guy so I did not try to figure out the format of the  
superleaves file. But I did manage to hack out a solution based on your  
suggestion. 
Working in XP, I created a directory similar to the twl06 directory,  but with 
only a worths file -- in which I edited all the numeric values to be  zero. Whe
n I want to work in highest-score-only mode rather than usual Quackle  mode, I 
swap this directory in place of the twl06 directory. Works great! And I  
didn't have to cheat and look at the source code at all :-).
 
If anyone out there is interested in this version of Taxes Hold Me, rules  
are now available by going to

upcoming "Purple and Green" tourney, where Saturday night will  feature an

tried a sample game last night and had a great time. This  version of Taxes 
Hold 
Me allowed low-to-intermediate players to compete with  much higher rated 
Scrabble players ... was a lot of fun ... and of course,  much of the success 
is 
due to the Quackle guys ...

What happens if you do a sim with 0 moves ahead.
It will give you high  scoring moves, but it will have rack evaluation.
To remove rack evaluation  too, I guess edit the superleaves file so
all leaves are valued  equally.
