You are right and some are taking BIG advantage of the holes in the system. My first 2 dogs were from a program and were extremely well trained. But my owner trained dog was just as good too. It took 8 months to find the right temperament tho. I take pride in the training of my dogs and keep them on their toes. The one bogus org. is very very big on litigation--thats how he makes his money and he tries to get people to "work" for him so they can make "big bucks" not just for SD access but for "any" ADA infraction--aisles too narrow, counters too high, parking, bathrooms, it goes on and on!
