Golly, I'd hafta believe much of this had to have been law before some overly wealthy, well connected "Texans" started up non-producing oil drilling businesses in Texas.
Then there's the part I'd say musta been more recent... like someone who could hold a cabinet position with outcomes called disgusting and appalling by the Pres. himself while patting this same cabinet member on the back for a job well done.
