It has been a national practice in Japan for the Number 1, when faced with a 
mistake to accept total responsibility and resign or quit.  Aren't we lucky 
that we don't do that here?  I don't wish to blame anyone in the military for 
this one, but rather the commander-in-chief.  That is why he is called the 
commander in chief.  Or do you believe that a PFC is to blame?

I would have blown the whole dump instead of stockpiling it. Yet this 

is a "military screw up" caused by somebody in charge in the field. One
