You must be reading the NY & LA Times and watching seeBS.
Most of our Guard is better equipped NOW than 4 years ago, and several 
Executive orders were signed along with a couple of Bills to raise the 
pay and services of those deployed. The Guard Units were drawn from  
State Units of the National Guard. Now different States had their own 
packages, however this is being addressed. Nobody is using Korean War 
surplus. Remember the klinton years were full of military cutbacks. 
These cutbacks created the need to deploy the Guard units in response 
to our needs post 9/11. I remember when the Wild Weasel Sq from my base 
which were sent to nam (which was an Air National Guard unit) finally 
got F-4's to replace the F-105's during Nam, shortly before our pull 
out. 
Kerry was part of the problem. He isn't fit to fix it. 3 bandaids just 
ain't gonna do it. He didn't want to fund our troops, remember? They do.
