I do  not believe this to be true. I am a service connected Vet and the 
rules was changed within  this last year. I can get any appointment 
within 30 days.  If you are not service connected then you have to wait 
for an available appointment.  Before they  changed this rule, used to 
have  to wait. Maybe there is a problem with reservists. I am a c3-c7 
quad incomplete, 6 1/2 years post.
