Dana,   I got one of those ponchos you are talking about for a birthday gift or Christmas gift, I cannot remember but I do know it came from Wal-Mart.  I have not used it yet but it is big enough to cover me and my chair.   You have the exact same symptoms that I have if I get to cold when I drive.  I try to avoid being out in the cold too long plus, I stay out of the drafty areas and will try to sit by a heat source if possible along with dressing properly.   Jim
