Don't forget the Olmstead Act.
It is also good to go armed with solutions.
Make sure to use the information that allowing users to direct hire
their aids (money follows the person) instead of going through an
agency, the State can save money w/o cutting people off.
Most agencies are "top heavy" resource waste.
The "Quality of Life" angle may work using the media which can draw on
that final scene of "Million Dollar Baby" and the fiasco going on in
Florida to generate public awareness of just how important it is to
live instead of exist.
