We have Federal funding which is "Limited" as any federal funding MUST MEET a higher ethical standard than; private funding (Like from the Reeve's foundation) which "IS NOT LIMITED" I guess you'd have to take it up with groups like PETA, who started the ethics in Federaly funded research money crusade along with the "religious right" but for different reasons at different times.
