     Five years ago I got a new power chair and I'm just using it everyday now. I even had the lock down bracket put on for driving $750 This chair is going wherever it wants to. I feel like I've been on a rollacoster when I get out of this thing at the end of the day. I feel like it's beating me up. Four time, so far, it just suddenly STOPS. I'm just cruising along and bam, I'm dead but it will go again. It's possessed something. It's an Invacare Action (I think a Ranger series) Could it be because it sat for five years?
I'm sure that didn't help.  How long have you been driving when it dies?  It could be something as simple as thermal rollback.  That's how the chair protects the electronics and motors from overheating.  When they get too hot, power is killed till things cool.  I think you should have your DME give everything a good checking over. 
   Because it's been five years I'm entitled to get a brand new power chair? I gave my w/c dealer a list of six things that need to be modified to this chair, let me tell you the list. 1. new back 2. lower canes 3. raise the chair one inch 4. new foot plates 5. new leg rest's 6. new arm rest's. That's a lot of modifications, isn't it?

Apparently, Medicare has gotten VERY stingy with replacing chairs.  I guess getting taken for a few billion will do that to you.  Anyway, I guess now they want you to justify monitarily replacing the chair.  New chairs are really expensive, so the things you mentioned probably wouldn't be enough.  After 6 years in my old chair, I thought it was time for a new one.  It needed a new recline motor $5300, drive motors $900, and a legrest.  A new chair for me is $30, 000 so they said no.  Medicaid ended up paying for my new chair which I hate.  More on that later.
