The costs are relative in modifying vans, whether full size or minis, depending on the owner and what needs to be done.  A driver unit is more expensive than a transporter, again, depending on one's individual's needs.
NHTSA, the government arm of the building industry, establishes the safety guidelines which must be met.  Otherwise, the company that does the modification become totally responsible and accepts full liability.
