You'd be doing us real damage by lipping off.   We'd likely get smacked by him next time he expects us to get  out of his way.  The HC stalls are as popular as HC parking spots.   Cheaters don't care and calling them on it just pisses them off more.  My wife even uses the HC spots - when people don't care, they REALLY don't care.  (she also leaves her shoes in the bathroom every afternoon after she gets home.  I've yelled and made a big deal but have switched to using the other bathroom.  Some people just don't get it, and never will.)   I just prop my leg up on the shortie urinal when that happens.  No real big deal actually.
