I find this so sad.  Who are we to Judge what makes someone disabled and in need of parking in a disabled space.  I know that many times in my tenure of being considered disabled I have been treated different when I was not sitting in my chair and when I was.
Disability and parking in a handicap parking place does not mean you have to be in a chair.  Granted you are suppose to have the license tag  and the signed form from your doctor in your car.   They could be having a short term disability from surgery, or a breathing condition and be going to the pharmacy for scrips.  My father died of  prostate cancer that moved to his bones and lungs and he didn't agree for a tag to the last 6 months.
We never know the hidden disability !!
Show some compassion Ron's Dad,,you are doing a criminal act,,you could be arrested.
