Our President suffers from the same problem and his handlers won't let him free speak.
 
Have your entire speak typed double space paper and read it outloud a couple of time
before you present it to the board.  This procedure is very common in business.  Its called
a "prepared statement"

I was asked to speak in front of our transportation board which is Metro. Which does not only our transportation but fixes our sidewalks which are also horrible here .
