It may be a cold way, but all too often that is the harsh reality.  It really doesn't matter if the guy had been his best friend or the girl had been his girlfriend.  The fact (implied) that a drunk driver caused him to be in that chair was the point, IMO.  I got the feeling the guy in the chair was just wishing the guy with the girl was him.  Something many of us had probably felt.  Perhaps the guy in the chair had been drinking and crashed into a tree.  He might have been mentally kicking himself.  It's all in the interpretation.

I thought the same way the first time I watched it, but the second time I noticed at the side of the young man reading on the bench were the words, "Your Best Friend," and when the young lady runs up are the words, "Your Girlfriend."  Then as the picture pulls back to the room with the young man in the wheelchair the word, "YOU" appears.  That's a pretty cold way to get their message out!
