The basic Quantum 600 batteries should last 2+ years providing that they are charged each night after use.  The batteries should be charged overnite  8-10 hours for a full charge.
Now the power recline option can reduce battery charge as well as the battery life.
 
To be sure, have each battery load tested to determine holding amps.  Make sure that all your connections are clean and free of energy robbing corrosion.  Plug the charger in and try to use your chair.  If the chair moves, you have a problem with your charger.
If the chair doesn't move, as it shouldn't, then your circuit system is operating as designed.
Recharge the batteries and measure the total load or volts, which should read, 28 volts on brand new batteries and 26+ volts on batteries that are 1 year old.  That should help in making a determination if you really need new batteries.

All this to say - I went to the grocery store, 2 blocks away, then over to the park.  Came back the long way.  A total of 2 miles.  I used ALL the green lights on the charger bar.  I have never been able to go far with this new chair.  The book says I should get 20 miles off a charge. 

Will new batteries get me better mileage?  I am starting to feel good enough to be outside.
