They can't or are not suppose to. Most Psych's use PHD after their names, instead of Doctor. But if you read the article, they purchased the signed forms from a medical doctor that sold his name. The article only includes a few doctors from the Houston Area. However CMS will find a lot more incidents of "Form Selling" and money bribes. Most of the people involved have international names or foreign backgrounds. I sure hope that the excess profits are not finding its way to foreign terrorist organizations.
