There is much truth in what your doctor said.  Just ask any Crip, "On  a 
Budget."
Collection devices can often be reused when properly cleaned, rinsed and  
dried.
Saoking in mild bleach, hot water and rinsed with vinegar water and dried  
will ensure that the bags are free of bacteria, and smell nice.
 
Now, lol, for those who have problems boiling water, you may find the above  
suggestion
a bit overboard.  But you can always watch someone do it under your  watchful 
eyes.
Some people continue to use, wash and reused legbags dozens of times before  
the material becomes torn and needs replacement.
