I don't think it would.  My 80 year-old uncle got a placard good for 60 days 
only.  He had knee replacement surgery.  He healed so well that he tore it up 
after 30 days.  In MI temporary tags (at that time) were red and permanent were 
blue and were renewed every 4 years.

  that is a good point i hadn't thought of. soooooo... my new solution  
  is that only those who use mobility devices (wheelchair, walker,  
  prosthetics, scooter, etc) can obtain a placard and anyone else must  
  get a handicap license plate. think this would work?
