For every dollar they spend on people that they are suppose to help, they spend 2 dollars on operating expenses and political theater so that next year they can squander more money. The number one thing every counselor in vocational rehab worries about is spending their budget so they get a raise next year. Most do not report to a job on time. They attend meetings, if they can. They drive a lot because their excuse is they must have been in their car and didn't get your call. In Ohio, none have ever missed a vacation or worked on a day they could have called in sick. If the government simply gave the jobs to the handicapped that are given to VR, the handicapped would be fully employed.
