6. NATIONAL FIND FAMILY REGISTRY FOR PEOPLE WITH DISABILITIES
For decades, parents of children with disabilities were advised by
professionals to institutionalize their child and in effect "forget you
ever had them." But times have changed. State institutions are rapidly
being replaced by smaller, community-based residential settings that
support connection between people with disabilities and their families.
Families may have lost touch with family members with disabilities for
other reasons too, like divorce, foster care or adoption, personal problems
or misfortune. Nationwide, there are thousands of people with disabilities
in care settings with no connection with family. Many families seek
contact, but do not know how to re-connect with their family member. The
FindFamily Registry is open to people seeking each other even though just
bits of information are available.

(FEMA) has released a new reference guide that outlines existing legal
requirements and standards relating to access for people with disabilities.
A Reference Guide for Accommodating Individuals with Disabilities in the
Provision of Disaster Mass Care, Housing and Human Services is the first of
a series of disability-related guidelines to be produced by FEMA for
disaster preparedness and response planners and service providers at all
levels. The Reference Guide summarizes equal access requirements for people
with disabilities within Disaster Mass Care, Housing, and Human Services
functions. The Guide explains how applicable Federal laws relate to
government entities and non-government, private sector and religious
organizations. A full copy of the Guide may be accessed at

caregivers across the lifespan. NFI is a government-wide effort to

participating in community life. A panel of experts will provide

9. IDEA 2004 ON LINE TRAINING CURRICULA AND INFO ON NEW REGS
http://www.nichcy.org/training/ThemeA
Building the Legacy: Individuals with Disabilities Education Act Amendments
of 2004.
Purpose: To provide authoritative information about, and training materials
on, IDEA final Part B regulations.
Source: The Building the Legacy training curriculum is a product of the
National Dissemination Center for Children with Disabilities (NICHCY),
produced at the request of the Office of Special Education Programs (OSEP)
at the U.S. Department of Education.
Organization of the Curriculum
The training curriculum has five overarching themes with multiple training
modules beneath each theme
* Theme A: Welcome to IDEA: The two modules under Theme A look at IDEA
broadly, highlighting the top 10 basics of special education and the key
changes in the law and regulations brought about by IDEA 2004.
* Theme B: IDEA and General Education: The six modules under Theme B focus
on how IDEA aligns with the No Child Left Behind Act (NCLB) and emphasizes
access to and participation in general education.
* Theme C: Evaluating Children for Disability: The three modules under
Theme C look at what IDEA requires when children are evaluated to determine
if they have a disability and if they are eligible for special education.
* Theme D: Individualized Education Programs (IEPs): The five modules in
Theme D examine what the IEP is, who develops it, what it must contain, how
decisions about placement are made, and how it's changed (as well as
remained the same) under IDEA 2004.
* Theme E: Procedural Safeguards: The three modules in Theme E cover: Prior
written notice, informed written consent, access to records, dispute
resolution, discipline and many additional protections.
Additional themes are planned for the future, including those addressing
early childhood, administration of IDEA, and monitoring and supervision.

PLEASE NOTE: Council E-News is the e-mail newsletter of the Governor's
Council for People with Disabilities. It is sent out on an occasional basis
usually twice a month but more often when the legislature is in session. It
is used to report on late breaking news and information about public
hearings, policy issues, conferences and other Indiana related
news. Sometimes federal level information is included, especially if it
has an Indiana aspect. It is also used to pass on Action Alerts from
Indiana Advocacy organizations.
Please let me know if you would prefer not to receive this info in future
and I will remove you from the list. If you receive this forwarded from
someone else and would like to get it directly send your name,
organization, street address and e-mail to me at the address below. We use
the data base for our print On Target newsletter to send E-mail News so if
you sign up, you will receive both in the future.
