Register Now for the annual Governor's Council Disability Conference to be held November 27 and 28

Join other Indiana disability advocates at the annual Governors Conference for People with Disabilities. The conference, "Disability Matters", will be held at the Hyatt Regency in downtown Indianapolis on Tuesday and Wednesday November 27-28. Featuring: Kathy Snow parent and author of Disability Is Natural who will provide the opening keynote and two workshops; Marty Ford, director of Legal Advocacy for The Arc and UCP Disability Policy Collaboration, and Richard Pimentel, a Vietnam Vet who lost most of his hearing in an explosion and later was a key player in the passage of the ADA. A movie based on his life " Music Within" stars Michael Sheen and will be released this fall. Speakers and a selection of 10 different workshops are designed to appeal to parents of children with disabilities, adults with disabilities and advocates. Half price registration fees are available for parents and people with disabilities with scholarships for people who receive SSI, SSDI or TANF. 2. DISABILITY ISSUES IMPORTANT AT INDIANA'S HEALTH CARE OPTIONS FALL LISTENING TOUR
Indiana University's Health Care Reform Workgroup conducted a series of focus groups and meetings last spring to get Hoosiers opinions about health care. Now the Workgroup has developed several options/recommendations for healthcare reform that it will propose to the Indiana State Legislature. The document containing these options will be downloadable mid-October at www.healthcarereform.iupui.edu. A series of 14 forums will state in late Oct to solicit feedback about these options and further recommendations that can be made. This will provide the Governor, the Indiana State Legislature, and the public with data-driven and evidenced-based policy recommendations to help address Indiana's healthcare situation. Your input is vital. We need informed criticism from persons of diverse backgrounds throughout Indiana to assure the success of these forums. Make sure people with disabilities and their families are part of the discussion by attending the focus group or public meeting near you. For more information: www.healthcarereform.iupui.edu

A Golden Homecoming, 50 More Years of Progress: The Arc of Indiana Conference will be held on Thursday, November 8th. Conference keynote speakers, Mary Beth Busby and Megan Massey, authors of Dear Megan: Letters on Life, Love and Fragile X, who each have two sons with Fragile X syndrome, will share their experiences. Three sets of concurrent Workshops will offer 11 opportunities for information designed for parents, self-advocates, and providers of services. The Appreciation Luncheon will honor those making a difference in the lives of people with developmental disabilities throughout Indiana; Finally, you will not want to miss the fun at the Homecoming Celebration Dance, featuring the popular DJ from past Self-Advocates of Indiana picnics, Shawn Fulton; and many surprises to close the 50th Anniversary celebration

5. NEW CARE SELECT PROGRAM FOR HOOSIERS GETTING MEDICAID
A new health care management program called Care Select for people who receiving Medicaid under the aged and disabled category including those on Medicaid waivers but not those who also get Medicare will start on November 1, 2007 in Central Indiana. Letters notifying Medicaid recipients should be in the mail. Care Select is designed to improve the quality of care through more care coordination. Current doctors should not change unless they decide not to participate in Care Select. If your doctor chooses not to be part of Care Select, someone will contact you to help you find a new doctor that meets your needs. If you have questions, please call the Helpline at 1-866-963-7383. 6. PBS PROGRAM ON SPECIAL EDUCATION AIRS THIS FALL
A new PBS show, "A Chance to Read," highlights new strategies that special education teachers across the country are using to help students find success. With a provocative premise that claims society "assumes" children with disabilities can't learn to read well, the program explores an innovative literacy program in Fort Worth, Texas, for students who have cognitive disabilities. Students who have Williams or Down syndromes or autism are making surprising gains in a program devised by a researcher at Southern Methodist University.
"A Chance to Read" also profiles a revolutionary program for deaf and hard of hearing students; highlights the importance - and difficulty - of learning Braille; follows an unusual program for students who are "twice-exceptional"; and highlights emerging assistive technologies. Hosted by actress Molly Ringwald, who grew up reading to her jazz musician father, who is blind, "A Chance to Read" will air on public television stations this fall (check local listings). 7. OCT 10 WEB CAST ON ACCESSIBLE PARKING AND COMPLIANCE ISSUES 3:00 PM.
Aaron McCullough attorney at law will present the Web cast "All about Accessible Parking and Compliance." on Wednesday, October 10, 2007 at 3:00pm Eastern. This Web cast will focus on solutions to accessible and compliant parking for employers, employees, parking providers, and those who have responsibility in organizing parking for temporary events. 8. FUNDING AVAILABLE FOR NEW SELF-ADVOCATES GROUPS
The Arc Network, a project of The Arc of Indiana funded through a grant from the Family and Social Services Administration (FSSA), has $20,000 in start-up funds available to assist in developing ten new self-advocates groups throughout the state. $2,000 in start-up funds are available to each eligible group.
Please see below guidelines from Self-Advocates of Indiana regarding requirements for a self-advocates group. If you have a newly formed self-advocates group, with officers and a minimum of ten members, the group is eligible to apply for funds.

SELF-ADVOCATES OF INDIANA: Guidelines for Local Self-Advocates Groups
Self-advocates of Indiana is a state-wide program established on January 10, 1990, by people with developmental disabilities. For more information go to: http://www.saind.org/index.html
History: Self-Advocates of Indiana is the culmination of an effort started in 1989. The Governor's Planning Council on Developmental Disabilities provided a grant to The Arc of Allen County in Fort Wayne, Indiana that was used to provide three regional trainings in November, 1989 and a leadership conference on January 10, 1990. Eighty-four self-advocates attended one of the three trainings. They were given the tools to begin their own local groups. The Leadership Conference officially began the state-wide organization. The first goals of the state-wide group were to start a newsletter and develop a handbook for how to start a local chapter.
Mission: The stated mission of Self-Advocates of Indiana is: To learn our rights and to speak out about our rights so that we get the respect we deserve.
Purpose: The purpose of Self-Advocates of Indiana is to:
1. exchange ideas; 2. learn about rights and responsibilities for themselves and other people with disabilities;
3. help people with disabilities understand their rights; 4. learn to run a self-advocacy group; 5. encourage self-advocates to meet in their communities and to speak out to the community about self-advocacy; and, 6. learn to communicate so that others can understand.
Rules: In order for a local chapter to become a member of the state organization the local group must:
1. Have at least 10 members.
2. Have monthly meetings.
3. Be willing to speak out in their community concerning issues of self-advocates.
4. Have a representative for the state group.
a. the representative must be a person with a developmental disability.
b. only representatives vote on proposals brought before the state group.
c. representatives must meet quarterly, starting April 1990 at The Arc State Convention.
5. Only people with disabilities can be members of local groups.
6. Each group may have one or more helpers who do not have a vote.
7. Local chapters will not pay to belong to the state group.
8. Local chapters may charge membership fees to their members.

PLEASE NOTE: Council E-News is the e-mail newsletter of the Governor's Council for People with Disabilities. It is sent out on an occasional basis usually twice a month but more often when the legislature is in session. It is used to report on late breaking news and information about public hearings, policy issues, conferences and other Indiana related news.
