RI: Gov. Carcieri to announce proposals for Medicaid, welfare

By The Associated Press. Boston Globe. Jan 30, 2008
Gov. Don Carcieri will propose that, rather than sending elderly
Medicaid patients directly into nursing homes, they receive medical
treatment at home, if at all possible, in order to save money. He
will also call for all welfare recipients to immediately create plans
     for getting jobs.
