"The ADA does not cover strictly residential private apartments and homes. " The key word here is 'strictly'. If an apartment complex receives some public funding then they are required to make a certain portion accessible. Otherwise, your scenario is apropos.

Can an apartment complex with old buildings charge me to widen a door or put a curb cut in so that I would have access to a ground level apartment? They only have one "handicapped" 3br unit that is occupied.
