When the mover is also a Quad, you can't take things for granite when moving across a couple of States into new territory. Did you do your homework before you left Chicago or just presumed that you would be service once you arrived in Ohio? Its not that easy. Its never been that easy, as you are finding out. I would ask that you consider making contact with the local advocate (Center for Independent Living) and see if they help in speeding the process of getting you a home aide.
