I'm pretty sure that with most mechanical things it the power of the 
moters-----also if it has gears, the gears can help make it be faster or 
slower. 
My chair has a rabbit or a turtle on a dial to make it a bit faster or slower 
PLUS it has three speeds-1-2- or 3 to make it faster or slower.  They have to 
have a contoller for us to turn on/off and adjust the speeds to our needs. My 
Wheelchair equipment man can adjust each setting for each speed-faster or 
slower 
into the brainbox or controll for desired speeds. We set it up early on to how 
I 
liked it.---------so chair will not drive or turn to fast  OR slow in the 
setting he has it.  ( he got a kick out of showing me the different speed 
settings, when we set it up-------He made  it turn at full speed just to show 
me)  That was to fast for turning  LOL    cya later  Dan H. ***

Definitely the controller.  A controller can be built into the joystick or in a 
box in the battery compartment. Typically the batteries operator thru the joy 
stick, that instructs the controller what is necessary.  The controller then 
instructs the motors to operate and at what speed.
