Actually, all four are involved in how fast your chair will go. Bigger motors give you more power and generally more speed. The gearbox can be designed to give you more or less speed. The wheels also are involved in speed the bigger the wheel the faster you will go. The controller is what tells the batteries how much power to give the motors. So, if you have; big strong motors, and a gearbox built for speed, and wheels large enough, you will go fast. The controller is how you adjust the speed given the size of your motors, gearbox and wheels. Does that make sense?
