The cabs are very accessible, they are mini vans and they just throw ya in the 
back, no lock down needed.

You just might meet several Quads while you are in Vegas. The city is quite 
friendly and many of the new hotels have battery operated ceiling lifts. I 
would talk directly with the hotel you are planning to stay at and ask them all 
the questions you want. 
The streets of Vegas can be narrow with all the traffic and construction going 
on, so plan on taking the overhead train. I know they have one taxi but I also 
think they have several cabs that are accessible, if needed.
