Given the list of what the emulator doesn't do I'd say the gestalt of 68020 is a fitting description.
On newer macs running osX.x, Basilisk II or SheepShaver may do the job, I cant think of any stand out program under the classic os that claims any more than "faster" 68k emulation. Perhaps if we had the program name we may be able to help Jack out a bit more, I'd be interested to see what B2 made of it.
The registered version of softFPU (depending on the version) may be useful in this case, PowerFPU-v1.2 would be better for 8.5+ v1.3 update claims OS9 compatibility.
The readme for PowerFPU-v1.1 makes no mention of anything above OS7.6.
The SoftwareFPU-v3.07 Readme mentions startup and shutdown problems with OS8.5 when earlier versions are used. Both have a short list of incompatible programs. Hard to go past a full 040.
http://web.archive.org/web/20020202045154/www.jna.com/softmacos.html states clearly that SoftwareFPU 3.07 is not compatible with OS9.1. Looks like JNA dissappeared in 2002? Both products are hard to come across.
