Unless the computer has "soft power" (can you start it by pressing the 
power key on the keyboard?) that control panel cannot power the machine 
on or off.

It seems to me that your case would be similar to that of a 6100. If the 
power switch is pressed in and locked, after a power failure and 
subsequent restoration, it will start on its own.
