I agree with pickle that it's most likely a defective card. I used to use those cards quite a bit, and there was nothing tricky about getting them to work...no re-setting PRAM or whatever. If the chimes don't sound, your computer doesn't like the hardware. You should be able to find a Quadra somewhere to test it on. People are literally giving them away, or throwing them in the dump.
