Hi:

I had the exact same problem with my PowerCD.  I took it apart, and checked
everything, and it still did not work.  I studied the hub, and noticed that
it was dragging on the area directly below it.  I inserted two table knives
under the hub and gently pulled up on it and it popped off.  I pressed it
back on, but not as low as it was before, and it worked perfectly.  There
seems to be some type of glue on the shaft to keep it from happening, but
mine had worked its way down.  Try it, I think this will solve your problem.
