This is a bit technically involved, but if you really want to...

Get a Power Mac off of e-bay.  (I got a 7100/66 complete system for $50 
including shipping)

Get an AAUI transceiver and a Nubus ethernet card for the Q650.  Get 
ethernet cards/transceivers for all other computers.

Get a hub - or at least a crossover ethernet cable.

Transfer everything important to the PowerMac from the Q650.

Put Linux on the Q650.  Set up IP-Masquerading to share the internet 
connection.  (Which is why you will need the additional ethernet 
card.)  The AAUI transceiver will be connected to the cable modem.  The 
Nubus ethernet card will be connected to the hub.

All computers connected to the hub will share the internet connection.

If you want, you can set up a firewall with the Linux machine.  You may 
also want to make it a dhcp server (for the LOCAL network) to make your 
life easier.  You can also set it up so that you can use it to share files 
between the Mac and the Windows PC.

Of course, you can put Linux on a cheap PC with 2 ethernet cards and 
continue to use your Q650 as well.  Actually this would probably be easier.

If you do try this, be prepared to spend lots of time on Google groups and 
reading Linux HOWTO files.
