The best suggestion I have is to try to find someone who has a similar Mac and swap out the parts one at a time to see which component has truly gone south. Trouble shooting is a hit and miss at a best guess.
>From other systems I have worked on it does appear (or not appear in this case - LOL) that it could be the video card. Bad memory can cause problems also very similar to a bad video card. See if your system will come back on without any of them. If it does, there is a very good chance that it is a memory problem. Find the cheapest possible fix to your problem as far as which one to try first. Your DRAM suggestion would be the easiest and cheapest to start with. Also a noisy fan probably has bad bearings and is a fan that is not working properly, that is not the right RPM, and components that are counting on that fan for cooling can overheat and go bad. Fix the fan to help prevent overheating of other components. Good luck!
