There shouldn't be any issue with keeping as much of the defines, constants and what-not in the Quagga tree to make it easier to build/maintainer out-of-tree daemons.

We've long accepted patches for out-of-tree daemons to reserve constants, etc., anyway.

It'd also be good to get back on the road toward minimising incompatible changes to lib/ and Zserv, and being mindful of versioning when incompatible changes are made. That would also make life easier for external daemons.
