Doesn't changing defaults mean that the behaviour of existing saved
config changes when someone upgrades?

That seems like a very very bad idea.

After all I don't recall any parameter with the default value being
saved in the config.

People don't read release notes when upgrading, and having to then go
figure out what the old defaults were, and put them back if important
seems like a lot of work, and that is only after realizing something
has gone horribly wrong after upgrading.
