Perhaps what we're / you're really getting at is closer to the Ubuntu release model, with a cutting edge and "more stable" version.

I think something like the following is something that would be great to see in place for Quagga:

(Although I was hoping for 3 major releases a year, but even 2 on a known schedule would be a huge win.)
