It wasn't supposed to be single-person. It's meant to be a 'chore' (not a privilege) that is rotated around _frequently_.
Further, though it is intended there is one person who has the responsibility of that 'chore' for any given round and 'leads' (or carries the can, whichever way you want to see it), that doesn't mean it needs to be just 1 person doing the work.
And, there is a reason for that - and it's to address something that people used to complain about before in the olden days. But hey..
Also, these rounds are meant to be pipe-lineable. So, as/when multiple people are up to speed, the 'collation' phase of one can lap with the final testing and merging phase of the prior.
