It seems some of the newer files are not getting installed by setup.py. Ones I've found so far include:
etc/l3_agent.ini etc/quantum/rootwrap.d/*.filters I noticed nova's setup.py doesn't install its rootwrap filters either, so maybe that's intentional, but the .ini file should definitely be installed by setup.py. I'll file a bug when I have the complete list.
