Cisco Plugin is undergoing a major refactoring, we have a BP that will explain 
the details:

Basically, we are moving from a plugin where all the functionality is part of 
the plugin itself to a model where the cisco plugin will only control the state 
of the resources and the rest of the functionality will be in a controller.
We targeting this for Grizzly-3. Obviously, all the remaining code will be 
removed from the plugin.

the previous contact, but is no longer at Cisco.

It is obviously edited from previous one for quantum v1.0 api.  Some sections

It is not easy to understand how the plugin is used at all. No diagrams with 
long text.
