Hi Yong, Cisco Plugin is undergoing a major refactoring, we have a BP that will explain the details: https://blueprints.launchpad.net/quantum/+spec/cisco-cvp
Basically, we are moving from a plugin where all the functionality is part of the plugin itself to a model where the cisco plugin will only control the state of the resources and the rest of the functionality will be in a controller. We targeting this for Grizzly-3. Obviously, all the remaining code will be removed from the plugin.
